Default U2 not sold out in Houston?

U2 were big here during Actung Baby. I assume they completly soldout The Astrodome on The Zoo TV Tour. But on The '97 Pop Mart otur the DOme was only half filled. I assumed it was like this over the rest of the country cause they did their next tour Elevation US in arenas. that and Vertigo.
Only the big markets had more than one show and Houston didn't even though it soldout in 3 minutes.

SO I check Thier new tour and all of the dates are soldout except for a few and Houston. Well this tour they're doing stadiums. Now Houston is always big for music and Texans are loud. But this is strange. Dallas has soldout before Houston. THis really strange cause it's Dallas who is weaker when it comes to concerts. As I remeber Depeche Mode onlyhalf soldout last tour which is strange when they could have did stadiums here at the height of their success.

It could partially be because of the economy.
